In the United States, voluntary compliance may also refer to an argument on the part of taxpayers who propose that the payment of income tax is voluntary and not legally applicable.  However, this argument is rejected by the Internal Revenue Service and is not accepted by the US courts. (a) where the Designated Agency issues a Letter of Non-Compliance, the Designated Agency – A Voluntary Compliance Agreement (VCA) is a preferred mechanism for resolving most cases of compliance with the Code and may be entered into at any time before an administrative law decision is made.
